Data, AI and analytical tools can help identify patterns, process information and support decision-making. But when decisions affect people's safety, security and lives, technology alone cannot understand the full human and operational context.

A risk assessment may identify a checkpoint, an armed group or a developing security incident. It may not, however, understand who controls that checkpoint, the intentions of the people involved, how local relationships are changing, or whether conditions on the ground have changed since the available information was collected.
